Main tasks and functions:

• General technical and methodological management of the production and economic activities of the transport divisions of the plant (transport departments, shops, motor depots, auto repair shops, road maintenance sections, tractor parks and other facilities equivalent to them) to ensure the uninterrupted work for implementation of production plans by the subdivisions and the Combine in whole.
• Development and implementation of progressive technological and organizational solutions that promote trouble-free work, proper technical operation, timely and high-quality repairs of motor vehicles and road equipment, increasing labor productivity, reducing the cost of transport services in the Combine divisions.
• It participates in the development of annual, quarterly, monthly and operational schedules of production and economic activities of the transport divisions of the enterprise (transportation and loading and unloading plans, key performance indicators, income, expenses, cost, headcount, etc.), timely sending approved plans for production and economic activities, organizational and technical measures and traffic safety measures to the transport divisions of the plant.
• It receives reports from the enterprise divisions on the implementation of the production and economic activity plan for all planned and taken into account transport indicators; materials, certificates, documents necessary to perform the functions assigned to the road transport and logistics department.
• It prepares and signs contracts in the prescribed manner with outsourcing organizations for the provision of transport services, including loading and unloading operations, provision of services with road construction machines and mechanisms, transportation and other types of transport services.
• It organizes the rational use of service transport in the departments of the Combine and controls the actual volume of work performed by it.
• It supervises the technical condition of all types of transport and loading and unloading equipment in the transport departments of the plant.
• It checks the compliance of applications with the needs of the plant's divisions for basic and auxiliary materials, equipment and spare parts for production, repair, maintenance and other needs, and, if necessary, develops and submits, in the prescribed manner, to the plant's management proposals for the use of existing inventory.
• It identifies excess and illiquid material assets, analyzes the reasons for their appearance, informs the plant management about the measures taken to reduce excess reserves and sell illiquid assets.
• It carries out consolidated accounting of the implementation of the plan by the transport divisions of the plant according to the main technical and economic indicators; control over the quality of work performed by transport, auto repair and road maintenance departments of the plant, etc.
