AMMC is Improving its Corruption Prevention and Control System

On 20 January of this year, the Chairman of the Board of JSC “Almalyk Mining and Metallurgical Complex” signed the order "On ensuring the implementation of Decree of the President of the Republic of Uzbekistan dated 30 December 2025, No. UP-270, ‘On further improving the system of preventing and combating corruption in the Republic of Uzbekistan’."

According to the order, the implementation of Presidential Decree No. UP-270, as well as the instructions given by the head of state in his Address to the Oliy Majlis and the people of Uzbekistan on 26 December 2025, must be ensured within the established timeframe and in full at JSC “Almalyk Mining and Metallurgical Complex”.

The document also noted that these documents are accepted for management and execution at AMMC.

The Action Plan for JSC “Almalyk Mining and Metallurgical Complex” has been approved to implement the Decree.

Furthermore, the order stipulates that the executives listed in the action plan for improving the corruption prevention and combating system are personally responsible for the implementation of their assigned tasks.

According to the Action Plan, the Complex will implement a national anti-corruption management certification system.

It also provides for:

  • developing cooperation with anti-corruption cluster participants;
  • integrating the Complex information systems into a single electronic platform;
  • creating a unified electronic system for developing, coordinating, and registering decisions by the central office and structural divisions;
  • ensuring the technical capability for the compliance service to seamlessly review and monitor documents received in the “E-qaror” system.

A separate clause outlines the establishment of close cooperation between the internal anti-corruption control (compliance) service and the Anti-Corruption Agency.

The “Digital Compliance” software suite will be launched at the plant. Its objectives include preventing corruption risks during the implementation of projects financed by international financial institutions, foreign government organizations and banks; improving the procedure for rewarding individuals who report corruption offenses or assist in the fight against corruption; and introducing administrative penalties for ignoring the Anti-Corruption Agency's recommendations.

The action plan also includes:

  • interaction between internal anti-corruption units and security agencies, courts, and other law enforcement agencies;
  • establishing procedures for maintaining internal channels for reporting corruption offenses;
  • introducing a rule requiring that, when hiring an employee within two years of their dismissal at an organization where they were previously under direct or indirect control, a conclusion from the internal anti-corruption control service is required.

Furthermore, the powers of compliance departments to prevent conflicts of interest are being expanded, the protection procedures for individuals who report corruption violations are being improved, and public oversight of the targeted use of funds allocated for investment projects, construction and contract work, and procurement is being introduced. Accountability, openness, and transparency will be ensured at all stages of the process.

The actions include strengthening the independence of compliance units, implementing targeted steps within the framework of the strategy for improving and developing the public procurement system for 2025-2027, compiling a list of the Complex candidates for the "For Contribution to the Fight against Corruption" award and submitting it to the Anti-Corruption Agency, and joining the International Anti-Corruption Academy (IACA).

Special attention is being paid to assessing the qualifications, knowledge, and skills of compliance officers, determining their suitability for their positions, and preparing proposals for potential staffing changes and submitting them to the Agency.

In addition, the Action Plan provides for the implementation at the Complex of the rules of the “Regulations on the Anti-Corruption Agency”, approved by Appendix No. 4 to the Decree of the President of the Republic of Uzbekistan dated 30 December 2025 No. UP-270.
