On May 22, the Nefteproduktsnab (UNPS) department of Almalyk MMC JSC conducted complex site exercises on the topic: “The procedure for notifying and organizing emergency evacuation of people in areas exposed to natural emergencies.”
The exercise took place on the territory of the central warehouse of the UNPS, where, according to legend, as a result of an earthquake, the lower part of tank No. 2 with a volume of 1000 m3 ruptured, resulting in a leak of fuel products, a fire, and two people were injured.
The shift manager quickly responded to what was happening and, guided by the instructions and notification scheme about the occurrence of an emergency and emergencies, was the first to report it to the employees of the departmental militarized security (VVO) of the plant and the senior storekeeper of the central warehouse of the UNPS. After notifying the employees of the fire safety department of facilities (FSDF) and the civil protection unit of the plant about the fire, an alert signal (siren) was immediately launched.
The chief of staff and UNPS personnel arrived at the scene of the incident. The duty personnel of the central warehouse were instructed to disconnect electrical equipment from the power grid and close the tank valves.
I would like to note the clear and skillful actions of the volunteer fire and sanitary brigades, who provided first aid to the victims and prevented the spread of the fire. During the exercises, the skills of emergency notification, the actions of the reconnaissance group, emergency rescue, recovery groups, fire extinguishing group, evacuation and the UNPS sanitary squad were developed.
Specialists from the OPDF team localized all fires, taking the necessary measures to prevent the fire from spreading to neighboring facilities. In parallel with this, employees of the plant’s Civil Protection took the victim, in the upper part of tank No. 1 with a volume of 1000 m3, an UNPS worker to a safe place, where he was given first aid and sent by ambulance to a city medical facility.
Speaking to the audience, the commander of the OGZ AGMK, Kakhramon Dushanov, dwelled in detail on the need to create a psychological climate in the event of emergency situations not only in the workplace, but also at home, preventing panic situations, observing safety measures, step-by-step implementation of actions in the event of a danger, and gave examples of various emergencies situations.
Summing up the results of the complex-object exercises, the acting chief of staff for emergency situations. Head of the UNPS Mashrab Kholikov noted the coordinated, competent operational actions of the Civil Protection units of the UNPS, emphasizing the need to conduct such classes in each of the departments, which will provide practical assistance to each employee and increase his knowledge and skills in emergency situations.
