+998 71 619 23 33The occupational safety management system is based on the principle of three-stage administrative and public control. This is the main form of control over compliance with legislation, occupational safety standards, rules, regulations, instructions and other regulatory and technical documents at workplaces, in production areas and workshops. Control is carried out by the administration and trade union committees of the structural divisions of the plant.
Three-stage control does not exclude additional administrative and collective inspections in accordance with the job responsibilities of enterprise managers and engineering and technical workers.
Depending on the specifics of production, the structure of the enterprise and the scale of its divisions, three-level control of the state of occupational safety is organized:
The inclusion of production units in the three-stage control system is carried out on the basis of an order from the enterprise administration, agreed upon with the trade union committee.
The general management of the control organization is carried out by the enterprise manager and the chairman of the trade union committee.
The first stage control is carried out daily before the start of the working day (shift), and if necessary - during the shift. Responsible persons: section manager (foreman, shift supervisor) and labor protection representative.
The second stage control is carried out at least twice a month by a commission under the leadership of the workshop manager and the senior H&S representative. The commission includes the heads of technical services, H&S engineer assigned to the workshop, and a medical worker. Inspections are carried out according to a pre-approved schedule agreed upon with the H&S representative and approved by the workshop manager. The schedule is communicated to all section managers. The results of the inspections are recorded in the first and second stage logs.
The third stage control is carried out at least once a quarter by a commission under the leadership of the director or chief engineer, as well as the chairman of the trade union committee. The commission shall include the deputy chief engineer for labor protection (head of the labor protection service), the chairman of the H&S commission of the trade union, representatives of technical services (in the direction), specialists in the technical condition of buildings and structures. It is recommended to involve authorized representatives for labor protection. Inspections shall be conducted with the participation of the head of the inspected department and the senior authorized representative for labor protection. Based on the results, a report shall be drawn up, which shall be reviewed within a week at a meeting with the director with the participation of the trade union activists.
The results of the 1st and 2nd stage inspections shall be systematically analyzed during the 3rd stage control. Responsible engineers of H&S divisions shall issue orders if necessary.
The structural divisions of the Combine shall report monthly, quarterly, once every six months, for 9 months and at the end of the year on the results of the three-stage control to the labor protection and industrial safety department of the central office. Based on these reports, a general analysis and summarization of data for the entire plant shall be conducted. The results are considered at meetings devoted to occupational safety issues, where recommendations are also given and, if necessary, measures are taken.
We call on chief specialists, engineering and technical workers and representatives of trade union committees of structural divisions to take seriously the organization of three-stage administrative and public control.
