+998 71 619 23 33On 7 May 2026, conference with staff was held at JSC “Almalyk Mining and Metallurgical Complex” to summarize the implementation of the collective agreement for 2023–2025 in 2025 and approve the draft of new collective agreement for 2026–2028.
This conference was dedicated to the analysis of the comprehensive work carried out to ensure the rights and interests of workers, strengthen social protection and increase production efficiency.
The conference was led by Abdirashid Khaydarov, Chairman of the Trade Union Council of JSC “Almalyk MMC”. The event was attended by the management of Complex, representatives of the Federation of Trade Unions of Uzbekistan, labor veterans, heads of structural units and delegates.
As noted at the conference, for the year 2025, the performance of the collective agreement at all enterprises and workshops in the combine system was discussed and assessed by the teams based on broad public control. As a result, it was noted that most of the tasks set out in the collective agreement were fully implemented.
Speaking at the conference, Saadi Shermatov, Deputy Chairman of the Board of JSC “Almalyk MMC” for Personnel and Social Issues, provided detailed information on the work carried out within the framework of the collective agreement. As noted, today Almalyk Mining and Metallurgical Complex is becoming one of the modern and strategically important industrial complexes of New Uzbekistan. As a result of the constant support of the Head of our state, large investment projects are being implemented at Complex.
In particular, on 16 March of this year, the Copper Processing Plant-3 was officially launched as part of the visit of the President of the Republic of Uzbekistan. With the annual processing capacity of 60 million tons of ore, this facility is recognized as one of the largest copper enrichment plants not only in Central Asia, but also in the world.
As noted, this project is of great importance in increasing the export potential of our country, developing the "copper cluster", creating new jobs and ensuring the stability of the national economy.
The report notes that by the end of 2025, the combine produced goods worth 51.7 trillion UZS, and the forecast indicators were met by 119.8%. It was noted that this is the result of the selfless work of many thousands of workers.
Currently, more than 34 thousand employees work at Complex. About two thousand new jobs were created in connection with new investment projects and the launch of the Copper Processing Plant-3. It was also noted that the plant has established cooperation with local and foreign higher education institutions, and that work is being carried out to train personnel in modern technologies and foreign languages through engineering schools.
The conference also paid special attention to the performance of the collective agreement. As noted, the fact that 10 additions and amendments were made to the current collective agreement during 2025 indicates its viability and improvement based on the requirements of the times.
During the reporting period, average 19 million 600 thousand UZS were spent per employee to implement collective agreement measures, which is an increase compared to the previous year. These funds were directed to such important areas as wages, additional payments, bonuses, nutrition, labor protection, health care and material assistance.
Today, the Complex trade union unites more than 46 thousand members and operates through 38 primary organizations. It was also noted that about 7 thousand pensioners are also in the care of the trade union.
Significant work was also carried out to regulate labor relations. During the reporting period, 147 cases of termination of labor contracts were considered, and 80 employees were saved at their jobs. This clearly demonstrated the practical impact of trade unions in protecting the rights of employees.
Safety issues were also in the center of constant attention. Hundreds of audits were conducted at workplaces, and most of the identified shortcomings were eliminated. Systematic monitoring of compliance with sanitary and safety requirements in kitchens, washrooms, and production areas was carried out.
It was also noted that 14 industrial accidents were recorded during the reporting period, one of which resulted in death, and it was emphasized that ensuring occupational safety is one of the priorities for the future.
The conference also paid special attention to social protection issues. In 2025, billions of UZS of financial aid were provided to about 5 thousand workers and pensioners. Employees with diabetes, single pensioners and needy families were provided with constant support.
Thousands of employees and their family members were rehabilitated in sanatoriums and recreation centers. Thousands of children rested in children's camps. Cultural, educational and sports events served to create a healthy environment in the labor community.
During the conference, the representatives of a number of structural divisions also spoke and expressed their opinions on the implementation of the collective agreement, production efficiency and the conditions being created for workers.
In particular, the head of the Industrial Railway Transport Department Sirojiddin Manazarov, Chief Engineer of the Copper Processing Plant-2 Ilhom Matmusayev, Chief Physician of the sanatorium Marina Sukhenko, Chairman of the Trade Union Committee of the Copper Processing Plant Ulugbek Alimov, Apparatus Operator of the Rare Metals Production Shop of the Copper Smelter Muhabbat Oblaqulova, and Chairman of the Trade Union Committee of the Copper Processing Plant-3 Aziz Narimanov spoke in their speeches about the work being carried out to provide social support to workers, improve their health, ensure occupational safety, and increase production efficiency.
The conference also discussed the draft Collective Agreement for 2026–2028 in new edition. As noted, the draft was widely discussed in all the structural divisions of Complex and improved based on the suggestions and comments made by employees.
The new Collective Agreement provides for a number of important norms regarding remuneration, social protection of employees, strengthening labor safety, providing additional benefits, and developing the recreation and health system.
In particular, the guarantees such as providing social holidays to employees, paying bonuses to employees in hazardous working conditions, funds for health care during vacations, and paying double wages for work on holidays and weekends were retained.
The conference participants assessed the implementation of the collective agreement in 2025 as satisfactory, and the new collective agreement for 2026–2028 was unanimously approved.
Speaking at the end of the event, Mahmudjon Isayev, Head of the Department for the Protection of Socio-Economic Interests of Workers of the Trade Unions Federation of Uzbekistan, specifically touched upon the reforms being implemented in the trade union system in our country.
In his speech, he noted that in recent years, trade unions have been carrying out extensive work to protect the rights and interests of workers, create decent working conditions, and develop social partnership relations.
As noted, reporting and election meetings were held in more than 37 thousand primary organizations across the republic. The fact that for the first time, trade union leaders were elected by secret ballot on an alternative basis was a practical expression of democratic principles.
It was also noted that during the reporting period, trade unions submitted proposals and recommendations on thousands of draft regulatory legal acts, and hundreds of thousands of employees were restored through labor inspections, and their wages were collected.
In his speech, Mahmudjon Isayev noted that further development of social partnership relations, strengthening labor safety, expanding social protection and creating a healthy psychological environment are among the priority tasks for the future.
Based on the opinions and proposals expressed by the conference participants, specific tasks were set in the coming years to further strengthen social partnership relations, strengthen labor safety, widely introduce modern technologies and ensure human interests as a priority task.
