Analytical note of "Almalyk mining and metallurgical Complex" JSC for the end January-September 2024

In fulfilling the key priorities of the social-economic development program, the team at “Almalyk MMC” JSC achieved the following production indicators for commodity products from January to September 2024:

- At current prices – 114.6%.

Production of copper cathode reached 100.0%, including 106.2% from its own raw materials; zinc production reached 70.6%, including 122.1% from its own raw materials; and sulfuric acid production reached 94.2%.

As of January-September 2024, 120.1% of products were sold for export.

In accordance with Resolution No. VMQ-92 of the Cabinet of Ministers of the Republic of Uzbekistan, “Almalyk MMC” JSC planned to attract $2,207.6 million in investments in 2024 to increase production capacity and process raw materials.

As of January-September 2024, investments totaling $1,419.6 million (103.1%) were utilized, including:

- $119.2 million from the company’s own funds,

- $44.9 million from the Reconstruction and Development Fund,

- $1,255.4 million from direct foreign loans.

In accordance with Presidential Resolution No. 99 dated January 24, 2022, "On Measures to Develop Production and Create an Effective System for Expanding Industrial Cooperation in the Republic," and the order of the Chairman of the Board of “Almalyk MMC” JSC No. 94 dated January 31, 2022, “Almalyk MMC” JSC planned to implement 268 projects under the localization program for 2024, totaling 1,502.3 billion soums.

As of January-September 2024, 262 projects were completed, with localized products amounting to 1,180.3 billion soums, achieving 104.9% of the forecast.

An organizational and technical set of measures was developed for 2024 to reduce production costs, with a target reduction of 1,329.5 billion soums, or 10.03%. 

As of January-September 2024, the expected outcome from implementing these cost-reduction measures is 1,167.4 billion soums, or 12.4%. 

Measures are being implemented at the plant to improve management, strengthen the financial and economic situation, and reduce accounts receivable and payable. 

As of October 1, 2024, expected accounts receivable for the plant are projected at 2,797.8 billion soums, and accounts payable at 2,824.7 billion soums. 

There is no outstanding debt toward the budget or wages.

According to the employee technical training program, 5,990 individuals received skills development training, including 1,151 employees not directly involved in production, 1,849 individuals in retraining and acquiring a second specialty, and 1,936 managers and specialists, of whom 422 were from non-production sectors.

“Almalyk MMC” JSC collaborates with 10 higher education institutions in Uzbekistan and with the National University of Science and Technology “MISiS” in the Russian Federation and its branches to train highly qualified specialists. 

Currently, there are 80 students in total, including 7 full-time and 73 part-time and evening students. 

During the reporting period, a total of 1,158 individuals were employed, including 546 college graduates, 354 university graduates, and 258 individuals without formal education.

To timely fulfill the assignments of higher organizations and improve the system for monitoring execution discipline, a service for monitoring the implementation of directives from higher organizations has been established within the Executive Office of “Almalyk MMC” JSC, and a procedure for systematic and critical analysis of the state of execution discipline has been set.

Throughout the year, work has been carried out to study the implementation of laws of the Republic of Uzbekistan, documents from the President of the Republic of Uzbekistan, and government resolutions at the local level, establishing a reporting system and organizing oversight of document execution within the set deadlines. Based on the plant's work plan, analytical reports are prepared, and minutes are drafted.

Systematic efforts are being made to critically analyze the implementation of resolutions, identify shortcomings, and develop specific measures to address them. 

As of January-September 2024, a total of 565 documents have been submitted, including: 

- 120 documents and directives from the President of the Republic of Uzbekistan (4 decrees, 13 resolutions, 9 reports, and 94 assignments); 

- 444 documents and directives from the Cabinet of Ministers of the Republic of Uzbekistan (15 resolutions, 12 orders, 68 reports); 

- 225 assignments from the Prime Minister, his deputies, and advisors; 

- 124 assignments from the secretariat.
