The other day, the Anti-Corruption Agency of the Republic of Uzbekistan organized the regular seminar for employees responsible for ensuring the openness of the activities of state bodies and organizations.
During the event, the tasks set in the Decree of the President of the Republic of Uzbekistan dated June 14, 2022 “On measures to introduce a system to increase and assess the level of openness of the activities of state bodies and organizations” were analyzed
The web editor of first category of the information service of the Almalyk Mining and Metallurgical Combine Sanobar Avazova took part in the seminar.
The Decree introduced the Openness Index, according to which organizations that score the maximum number of points on 8 indicators will be encouraged. Organizations that perform poorly will be held accountable.
The openness index is assessed by the following indicators:
the effectiveness of activities of employees responsible for ensuring openness in state authorities and organizations;
the state of posting information and providing electronic public services on the official websites of state authorities and organizations;
publication of socially significant information in information resources determined by law and the creation of a system of accountability to the public;
posting information on ensuring the openness of the budget process on official websites;
posting information on the Open Data Portal;
introduction of mass communication technologies;
the state of application of the principles of openness in the early detection and prevention of corruption;
the effectiveness of the activities of the Public Council;
The results of the calculation of the Openness Index annually until April 1 are posted by the Anti-Corruption Agency on the electronic platform "eanticor.uz" and in the media.
The openness index is estimated from "0" to "100" points, on the basis of which the effectiveness of the activities of state bodies and organizations is classified into "green", "yellow" and "red" categories:
from 71 points to 100 points – "green";
from 55 points to 71 points – "yellow";
less than 55 points – "red".
The main goal of the two-day seminar was to build the capacity of specialists in the field of open data policy and mechanisms for its implementation. Also during the seminar, the results of the Openness Index were analyzed in detail. The need to popularize positive experience in the field of ensuring openness, eliminating existing shortcomings was noted.
Also at the seminar, the necessary recommendations were given to improve the efficiency of the employees responsible for ensuring openness.
