The fight against corruption must be ultimate!

Compliance Control Service of AMMC in cooperation with law enforcement agencies, the Advisory Council on Women and Gender Equality, the Youth Union and trade union committees of AMMC structural subdivisions systematically hold moral and educational events in labor collectives, talking about how any manifestations of corruption are combated in the country and at AMMC.

A similar event was held on June 6 at Technical Security Systems Service.

Shukhrat Djuraev, Head of Compliance Control Service of AMMC, addressed the employees of the Technical Security Systems Service, presenting full information on the activities of the service, as well as on the legal regulations in this area.

It was noted that on June 5, President of Uzbekistan Shavkat Mirziyoyev signed the law “On Conflict of Interest”. The law focuses on mechanisms for preventing and regulating conflicts of interest related to the activities of state bodies and employees of state organizations.

The document applies to state bodies and state agencies, state unitary enterprises, state trust funds and JSCs with the state’s share in the authorized fund (authorized capital) of 50% or more. The law will take effect six months from December 6, 2024. The document defines the concepts of “conflict of interest”, “related persons”, “personal interest” and “close relatives”. A conflict of interest is defined as a situation in which a person’s personal interest (direct or indirect) affects or may affect the proper performance of his/her official or official duties and in which a contradiction between personal interest and the rights, legitimate interests of citizens, organizations, society or the state arises (real conflict of interest) or may arise (potential conflict of interest). Article 15 requires an employee to complete and submit a notice of a real conflict of interest to his/her immediate supervisor or special unit within one working day of becoming aware of a real conflict of interest in cases where a close relative with a direct reporting relationship is employed or a related person is involved in his/her work.

It was announced at the event that compliance function of AMMC is developing a roadmap to ensure implementation of the Law. In May this year, a joint assessment of employees’ susceptibility to corruption risks was conducted in collaboration with agency staff. As a result, risks were rated as medium to high in 57 out of 65 functions. Measures to be implemented at the plant were prescribed in all 57 areas. The aim is to eliminate corruption risks. And in the secondary stage, it implies separate directions and activities such as their prevention. The service regularly monitored summary job advertisements to significantly reduce complaints about recruitment processes.

The main purpose of such events is to create an atmosphere of intolerance to any manifestations of corruption among employees.

It was noted that cooperation between the compliance control service and the technical security systems service in the fight against corruption in the context of the development of modern information technology in the prevention of crimes related to information technology will give effective results.
