+998 71 619 23 33As it is known, on March 5 of this year, a meeting of the National Anti-Corruption Council was held under the chairmanship of President Shavkat Mirziyoyev, at which specific tasks were identified. In order to implement them, on April 21, 2025, Resolution of the President “On measures to ensure independence and improve the efficiency of internal anti-corruption units in government agencies and organizations” was adopted.
In order to fulfill the tasks outlined at the meeting, as well as to widely explain the essence and significance of this resolution, a corresponding event was held on May 19 of this year at the central office of the Almalyk Mining and Metallurgical Complex.
The meeting was chaired by Abdulla Khursanov, Chairman of the Management Board of Almalyk MMC JSC. The management of the complex, heads of structural divisions, heads of services and others took part in it.
In the meeting, Shukhrat Juraev, Acting Head of the Compliance Service of Almalyk MMC JSC, made a report on the work done to combat corruption at the complex. He also highlighted in detail the tasks outlined during the meeting of the National Council and in the resolution.
- "We fully support the initiative of the head of our state to introduce a strengthened order to prevent crimes and create a stable anti-corruption environment for the stable development of the country," said Sh. Juraev. — The President emphasized the need to focus not on the consequences of crimes, but on identifying and eliminating their root causes and factors. Particular attention is paid to effective coordination and strengthening cooperation between law enforcement agencies and the general public. Now, every person in charge at the complex must go down to the level of the structural division and work with each employee, identifying potential factors for violations. Special attention should be paid to employees who have previously committed crimes or are prone to offenses. In this regard, it is planned to introduce the “Xodimbay” system (a personal approach to each employee).
Particular attention will be paid to solving family, social, property, financial and psychological problems that contribute to offenses and crime, as well as to developing “immunity” to crime and, in particular, corruption in each employee from childhood.
The inevitability of punishment for every crime committed at the complex will be ensured. Measures to reliably protect the rights and interests of affected citizens, workers and employees will also be strengthened.
Crimes committed within the system of the complex or with the involvement of its employees will be analyzed promptly on a daily basis. Based on the data obtained, targeted measures for their elimination and prevention will be determined, while a mechanism for daily inquiries and monitoring will be established.
The scientific approach will be used more widely in combating crime and corruption at the complex. Modern information technologies are being widely introduced, full digitalization of activities is being carried out, and measures are being taken to create an atmosphere of zero tolerance for corruption at all levels of the complex.
The activities of workshops, mines, plants and factories located even in the most remote areas will be studied to identify the factors contributing to corruption and its underlying causes.
A comprehensive system focused on the final result will be created, which will continuously study the opinions, complaints and suggestions of employees through social surveys, open dialogues and meetings.
Through this approach, it is planned to identify all existing “corruption loopholes” at the enterprise and take targeted measures to completely eliminate them.
Currently, “roadmaps” and programs are being developed jointly with relevant ministries and Administrations to eliminate factors contributing to corruption. The implementation of these programs will be under special control.
Targeted, rational and efficient use of financial resources of the complex will be ensured, as well as compliance with the rule of law and principles of competition in procurement. The principle of “due diligence” will be strictly observed when selecting future partners and contractors.
Compliance with legislation and reliable protection of the interests of the enterprise will be ensured in leasing or disposing of land plots, buildings, structures, property and other assets on the balance sheet of the complex. Measures will also be taken to completely eliminate corruption factors in the implementation of investment and contracting projects.
Abuses and bureaucratic barriers in such matters as hiring, screening of candidates, promotion, payroll, financial incentives, and the provision of benefits and preferences will be eliminated.
From now on, ensuring the legality of activities of complex will be a matter of conscience for every manager, regardless of his or her level. Particular attention will be paid to ensuring openness and transparency of the enterprise’s operations, digitalization of all areas and areas of its activities, increasing accountability and minimizing the influence of the human factor.
In this regard, work on developing the knowledge, world outlook, awareness and mentality of employees, on increasing their spiritual potential will be continued in close cooperation with the relevant government agencies and law enforcement agencies, in particular with the Anti-Corruption Agency, the Prosecutor General's Office, security and internal affairs agencies, the judicial system, as well as with religious institutions.
During the meeting, it was also noted what kind of specific steps have already been taken at the complex related to anti-corruption activities. According to the results of 2024, the activities of Almalyk MMC JSC in combating corruption was assessed as "good" based on the indicators of the "Efficiency Rating" compiled by the Anti-Corruption Agency and independent experts. For the first time in the history of the complex, it scored 85 points out of a possible 100, moving up 45 positions at once (at the end of 2023, the complex was in 69th place) and for the first time it was listed in the “green group”. Thus, the increase in points was 21 points (64 points were scored in 2023).
In order to combat corruption, all new rules and obligations were included in each of the 10,016 contracts and agreements made by Almalyk MMC JSC in 2024.
Pursuant to the Regulation “On the Verification of Counterparties”, comprehensive verifications of future partners and counterparties had been conducted for 180 contracts in line with such types of procurements like tenders, selection of the best offer and direct contracts. In thisregards, the methods “Forensic Audit”, “Due Diligence” and “Know Your Customer/Client” were used in accordance with Article 15 of the Tax Code, which means that the principle of “due diligence” was observed.
Currently, the complex is completing the process of obtaining an international certificate of compliance with the requirements of ISO 37001:2016 standard — "Anti-bribery management systems — Requirements with guidance for use".
At the end of the meeting, Abdulla Khursanov, Chairman of the Management Board of Almalyk MMC JSC, emphasized that if every manager and employee performs their work honestly and in good faith, strictly adheres to laws and regulations, respects the rights, honor and dignity of others, as well as the inviolability of other people's property, a transparent anti-corruption environment will be created at our complex.
