In accordance with the Resolution of the Sole Shareholder of the Company No. 26/08 dated 21 May 2021 on the Prevention of Corruption at Almalyk MMC, the “Compliance Control Service” consisting of six staff positions was established in the Central Office of the Complex.
As of 25 March 2025, totally 18 internal local regulatory documents were adopted at the Complex in the field of combating corruption.
For example, such documents as the Complex’s Anti-Corruption Policy, Code of Ethics, Regulations on the Procedure for Checking Counterparties, Regulations on Identifying and Eliminating Conflicts of Interest, Policy on Receiving and Giving Gifts, Regulations on Conducting Service Inspections, Procedure for Checking Candidates for Employment, Anti-Monopoly Compliance Regulations, Regulations on Financial Incentives and Protection of Informants can be noted particularly.
At the end of 2024 (in December), 8 new draft internal local regulatory documents were additionally developed and at the same time these documents were submitted to the Supervisory Board for approval.
Based on the Resolution No. PQ-81, at the end of 2024, the activities of Almalyk MMC in the fight against corruption were assessed according to the indicators in the “Effectiveness Rating” and were rated “Good” by the Anti-Corruption Agency and Independent Experts, and 85 points were scored out of 100. The growth rate was 21 points (in 2023 - 64 points were scored).
During 2024, a total of 279 functions and tasks, as well as business processes and procedures, in 18 structural units, covering all areas of the Complex's activities, were assessed for their level of susceptibility to corruption risks.
According to the results of the assessment, a set of documents such as the Anti-Corruption Program of Almalyk MMC, the List of Corruption-Prone Positions, and the Corruption Risk Map were approved, and the measures to eliminate the identified risks are being consistently implemented.
According to the assessment results, of the total number of functions assessed, 269 were rated as having an acceptable (low) risk level, 2 as having an average risk level, and 8 as having a high-risk level.
During 2024, a total of more than 200 employees of the Complex were trained in special courses to improve their anti-corruption knowledge.
Specialized training courses were organized with the involvement of highly qualified specialists from the Law Enforcement Academy, the Center for Advanced Training of Lawyers, and the Anti-Corruption Agency.
The inclusion of specially developed anti-corruption rules and obligations in all 10,016 contracts and agreements signed by Almalyk MMC in 2024 was fully ensured.
In accordance with the Regulation “On Counterparties Check”, the checking of counterparties was performed in the form of “Forensic Audit” as well as “Due Diligence”, “Know your Customer/Client”, for procurement types such as “tender”, “selection of the best offer” and “direct contracts”, i.e., in accordance with the Article 15 of the Tax Code, in order to ensure the rule of “due diligence”, comprehensive checks were carried out on 180 contracts of the enterprise’s future partners and counterparties for the above types of contracts.
In 2024, 1,253 new employees were hired at the Complex and its structural divisions. It is worth noting that all the 1,253 employment contracts included anti-corruption obligations on employees. These employees were personally familiarized with the content and essence of all important anti-corruption documents of the Complex.
At the present time, the Complex is consistently working on obtaining the International Certificate confirming compliance with the requirements of the International Standard “ISO 37001:2025 – “Anti-bribery and anti-corruption management systems – Requirements and recommendations for use”.

Of course, in the Complex and its system, in such a major and strategically important enterprise as Almalyk MMC comprising of more than 50 plants and workshops, employing 35 thousand people of more than 40 different nationalities and ethnic groups, in preventing crime and corruption, in ensuring legality of the system, as the Head of the Management Board, I rely primarily on our honest and dedicated employees, public activists, on the goodwill, solidarity and, of course, active support of every conscientious and honest citizen.
I am sure that if we join forces and stand together, we will definitely be able to transform our Complex into the industry free from corruption.
Each of us must always remember that it is our legal and human duty to strictly comply with laws and regulations, to respect the rights, honor and dignity of other people and the inviolability of their property.
If every employee and ordinary citizen sincerely contributes to transforming our Complex into a crime-free, corruption-free, peaceful and safe industrial site, we will all become united and combat against those evils together, and we will definitely achieve our goal.
